[Questions] hhcode编码问题

老师您好，对数据使用有些问题，想咨询下。

1、以2018年农村家庭数据为例，在第1436个观测值上，hhcode为21122410060012，其中211224可以判断为是辽宁省铁岭市昌图县吗？

2、数据库中，大多是以1436这种方式编码。但是在1435观测值上，hhcode比1436的多一位；同时1436编码比问卷当中的住户编码也多一位数，不知各个编码结构是怎样的？还请告知下。
