 请问CHIP数据是否是横截面调查？不能匹配为面板？

如题，我发现几年的数据，hhcode变量代码位数都是不同的，那么是否意味着，这个数据是横截面的数据，而非面板数据？

只有2007和2008是追踪调查，其他年份之间都不是追踪调查，不能根据户编码匹配。
