高琴，美国哥伦比亚大学博士，北京大学硕士，中国青年政治学院社会工作学士。现任哥伦比亚大学教授、哥伦比亚大学中国社会政策中心创始主任，也是哥伦比亚大学人口研究中心以及魏德海东亚研究院的研究员、哥伦比亚大学全球中心（北京）的督导委员会成员、北京师范大学中国收入分配研究院学术委员会委员、以及美中关系全国委员会公共知识分子项目成员。

高教授的研究领域包括中国社会福利体系的变迁及其对贫困和不平等的影响、低保及其他社会救助政策的成效、对中国城乡流动人口及美国亚裔移民的社会保护、以及社会政策的跨国比较。她的新书《福利、工作与贫困：中国的社会救助》（牛津大学出版社，2017）对低保政策做了综合系统的评估分析。

高教授的研究得到包括中国国家自然科学基金、中国国家社会科学基金、亚洲发展银行、联合国儿童基金会、世界银行等多个资助方的支持。
