In recent years, Guizhou Province set its goals to build a strong infrastructure base, to alleviate poverty through migration and industry development, and to set a basic security net of education, healthcare and housing. As one of the major battlefields of poverty alleviation in China, Guizhou has closely followed the poverty alleviation development strategy by President Xi and focused on targeted support and alleviation to the poverty problem. In the past 5 years, the total population in poverty has reduced by 6,708,000 people. The poverty incidence has dropped below 8%. To investigate the achievement and effect of the Internet related policy in Guizhou, our Executive Dean Li Shi and Deputy Dean Wan Haiyuan led a team to Guizhou to study “How the Internet boost Precision Poverty Alleviation” from 26th March 2018 to 1st April 2018.
In Guiyang, the research team met with Guizhou’s provincial government and discussed their experience of poverty alleviation through the Internet and cloud platforms. The team also collected many ideas on future plans and outlook from various departments.
The research team visited “Cloud of Poverty Alleviation” Platform, “Guizhou-Cloud” Big Data Industry Development Limited Company, “Colorful Guizhou Website” and other online platforms and Internet company based on big data development. These excursions provided more in-depth insights into the poverty alleviation through the Internet. Guizhou province has enhanced their administration efficiency with the Internet to promote online marketing of farm products and accelerate the poverty alleviation. After visiting Guiyang, the team was separated into two sub teams.One was led by Professor Li, the other was led by Professor Wan. They went to multiple counties in Zunyi and Chishi and carried out field studies with the county governors and the local rural households. They collected many precious first-hand stories and feedbacks through the interviews and talks. During their field studies, Professor Li Shi was invited by the provincial government to give a talk on “Experience and challenges of China’s targeted poverty alleviation”. There were over 100 audiences from government and higher institutions participated in the talk. Overall, it was a successful field study that provided CIID with meaningful lessons and experience of effective poverty alleviation in Guizhou.
